Why did the California Association of Physician Groups (CAPG), the managed care doctors paid to control expenses by for-profit HMOs, run a full-page ad on Aug. 24 in The Bee, praising the governor for prohibiting balance billing for emergency care when HMOs don't pay their bills. Is it because of their professed concern for protecting patients, or because emergency docs are forcing HMOs to pay for emergency care, and these subcontracting doctors would rather keep the money.
