    The Charter Oak Health Plan is Gov. M. Jodi Rell s proposal to help lower the number of uninsured in the state by offering a monthly premium of up to $250 a month for a basic health plan, subsidized for poorer residents with $11 million in state funds. A total of 346,700 people, or 10 percent of state residents, were uninsured at any point during the preceding year, according to the Connecticut Office of Health Care Access 2006 Household Survey.
