    It also might be OK to put bugs in the box because the prisoner has expressed a fear of insects as long as the prisoner is first advised that the insects are not poisonous. Bybee revealed in the memo that the CIA was concerned because there was a "level of 'chatter' equal to that which preceded the Sept. 11 attacks" and that Zubaydah is "withholding information.".
