Using a computer program developed by Salient Corp. of Horseheads - and with data reviewed by Excellus BlueCross BlueShield and Milliman Consultants of Seattle - the county was able to determine the most used areas of Medicaid and now can seek ways to manage the program better. A review of Medicaid use in 2003 and 2004, when about 17,000 people were in the program, shows a need for reforms in medical and surgical use, hospital outpatient services and prescriptions.
