    A school principal, Tobias Nganbe, said Bernadette, who was born with a rare condition, tar syndrome, deserved "the very best, like all the other disabled children in Australia". Sean Bowden, a Darwin lawyer acting for the school, said the complaint would partly be based on a funding system under which large amounts of money ear-marked for schools like Wadeye are skimmed off by the Northern Territory Government.     Last semester, the teams also designed an exercise machine for a woman with cerebral palsy and a reaching assistance device for a young boy with TAR syndrome, a congenital condition characterized by abnormalities of the arms.
